It is a process that allows skilled workers from non-EU countries to enter Germany faster. The accelerated procedure offers the opportunity to shorten the entire process until entry.
The Central Office supports businesses and companies that want to employ skilled workers or trainees from non-EU countries at a workplace in Lower Saxony, Germany.
o A specific job offer
o An indivually named skilled worker
o Power of attorney from the skilled worker to the employer
o No entry or residence ban
o The skilled worker is currently in a visa-required third country
o Sufficient language skills, if applicable
The employer, authorized by the skilled worker. The employer communicates with all involved authorities and initiates the process.
o Power of attorney from the skilled worker
o Copy of the passport
o Professional qualifications and supporting documents (if recognition is required)
o Tabular CV
o Declaration that no prior certification recognition application has been submitted
A “skilled worker” is someone who holds either a vocational qualification or an academic degree. This includes individuals who have completed vocational training or university studies.
Skilled workers living in countries requiring a visa. The procedure also applies to trainees or vocational school students if a follow-up employment is proven, as well as to skilled workers entering for qualification measures related to professional recognition.
Usually about 4 months, depending on the completeness of documents and procedural steps.

Starting July 1st, 2025, it will be responsible for the procedure throughout Lower Saxony. It reviews, coordinates, and ensures compliance with legal deadlines. It also helps to maintain an overview of all procedural steps.
- Verification and documentation of the residence permit
- Informing the immigration authority when employment ends
- Communication with all authorities
- Forwarding preliminary approval to the skilled worker
Once all documents are complete, the application can be submitted.
